Trump signs bill to prevent government shutdown

With just hours to spare, Congress easily approved a short-term spending bill Friday that would prevent a partial federal shutdown over the weekend. The new deadline is May 5.

House Minority Whip Steny Hoyer (D-Md.) said Thursday that he would urge Democrats to vote against the continuing resolution if Republicans tried to pass their health care bill this week.

The problem is the extra week doesn't change the politics.

Lawmakers in the House approved the measure in a 382-30 vote and the Senate shortly thereafter approved it by voice vote. Chuck Schumer warned Republicans.

On the separate health care bill, House Republican leaders are still scrounging for votes from their own rank-and-file to rescue it.

To put it another way, if this was college, Congress just got a week-long extension on its group project. They are not going to be able to work.

Negotiations are still ongoing.

"We are seven months into the fiscal year", added Representative Nita Lowey of NY, the top Democrat on the House Appropriations Committee.

Pressed further, Trump said that "we actually have a clause that guarantees" coverage for those with pre-existing conditions.

Lawmakers said they are prepared for an intense final round of bargaining on the details of the omnibus, including the supplemental that will provide some of the funding increases for defense and border security that Trump requested.

House Minority Leader Nancy Pelosi, D-Calif., said there are still disagreements over a rule that requires financial advisers to act in the best interests of clients saving for retirement. Only 14 Democrats voted "no", joining 16 Republicans who did so.

Republicans this week resurrected their health bill after initial efforts collapsed last month, when party moderates and conservatives failed to unite on how to repeal Obamacare. Passing the CR gives them a little more time to negotiate.

"I think the president is learning that the all-powerful position of the presidency is not the end-all", said Rep. Joe Crowley, chairman of the House Democratic Caucus.

As for how it would affect the deficit, Cohn said the administration doesn't know yet how it will score, but he said if Congress is able to "eliminate as numerous deductions as we can...if we get them all out, I'm pretty sure it's going to score quite favorably".

When asked for a clear explanation of how he envisioned Congress modifying the extremely complicated United States national healthcare plan, Trump became visibly agitated.

"There are some sticking points that remain, but I'm optimistic that we can come up with an agreement very soon", Schumer said. But it all depends on the language, Crowley said.

It didn't take long for lofty goals to fizzle as it became clear that Republicans, after achieving political success as an opposition party, were less accustomed to the role of governing.

Although Republicans control all the levers of power in Washington, Democrats had significant leverage in the spending talks and used it to win concessions from the White House.

"We are seven months into the fiscal year", said Representative Nita Lowey of NY, the top Democrat on the House Appropriations Committee. In a blow to Democrats, it would not appropriate money for the Obamacare subsidies.

The White House sent mixed signals. Trump has denounced Democrats' efforts as a taxpayer "bailout" of Puerto Rico.
