US Senate 'highly likely' to investigate Flynn - senator

Under US law it is illegal for private citizens - which Flynn was at the time - to carry out diplomatic relations.

White House press secretary Sean Spicer during Tuesday's press briefing addressed Gen. Michael Flynn's resignation as President Trump's national security adviser.

Flynn resigned last night over a call he made to the Russian Ambassador in December during which they allegedly discussed sanctions.

The explanation of the episode left many questions unanswered, including why Trump didn't alert Pence to the matter and why Trump allowed Flynn to keep accessing classified information and taking part in the president's discussions with world leaders up until the day he was sacked.

Several House Democrats had already called on Oversight Committee Chairman Jason Chaffetz to launch an investigation into Mr Flynn's ties to Russian Federation. Lindsey Graham said Congress needed to know whether he had been acting with direction from the president or others.

Spicer insisted that there was an "exhaustive review" of Flynn's conversations.

"It's a big week for General Flynn".

But the constant drip, drip, drip of sensitive and confidential information from the White House has some Republican leaders anxious.

After reports appeared of the conversation, which was recorded by United States intelligence that routinely monitors high-level foreign targets, Flynn denied to Pence and Spicer that sanctions were discussed.

Flynn's controversial phone call following reports of close Russian ties continues to tarnish the controversy-prone Trump administration. "And that was simply concluded, there was no legal aspect", he said.

White House counselor Kellyanne Conway attempted to portray the move as deliberative and consensual, telling NBC's Matt Lauer that Flynn had chose to resign on Monday evening because he "knew he'd become a lightning rod" for the administration.

Another senior White House official told the paper whether Ruddy's comments were relevant, saying "This sounds like somebody with an ax to grind who has no real access to the president".

'One has to wonder, 'Are they coming out of people in the National Security Council? That's when the public pressure on the administration became unsustainable and when leaks started springing from the White House trying to insulate Mike Pence from Flynn's scandalous behavior.

ABC News confirmed last week that Flynn and Kislyak did talk after Trump's campaign victory about USA sanctions against Russian Federation over its interference in the presidential election, which raised questions about whether Flynn's conversations may have violated federal law.

"Gen. Flynn's resignation also raises further questions about the Trump administration's intentions toward Vladimir Putin's Russian Federation, including statements by the president suggesting moral equivalence between the United States and Russian Federation despite its invasion of Ukraine, annexation of Crimea, threats to our North Atlantic Treaty Organisation allies and attempted interference in American elections", McCain, R-Ariz., said in a statement.

"It wasn't about sanctions".

"I think the fundamental question for us is what is our involvement in it, and who ought to look at it", McConnell said.
